Two papers, published by the Ōbeikyoku (Euro-American Bureau) of the Japanese Foreign Ministry, one from the Japanese Consulate in Sydney, the other from the bureau in Tokyo. Both argue that the policy harms Japanese immigration prospects, make a case for an exception, and warn of the danger of conflict in the Pacific if it continues.
